人工智能教育杭州倡議

人工智能浪潮奔涌而至,正深刻重塑人類生產生活方式。全球教育站在歷史性階段,唯有主動把握智能時代帶來的無限可能,方能乘勢而上。為加快落實聯合國未來峰會《全球數字契約》,實現2030年教育可持續發展目標,本屆世界數字教育大會以“變革、發展、治理”為核心關切,呼吁國際社會攜手共育全球人工智能教育應用生態。
為此,本屆大會倡議:
一、共守人本教育理念,讓教育跨越傳統邊界
我們主張堅持以人為本,樹立健康第一的教育理念,堅守教育價值和教育本質,充分發揮人工智能技術優勢,啟智潤心,激發人的能動性、責任心和創造力,服務人的全面與可持續發展。加快推動智能技術與教育全要素融合、全過程貫通、全場景覆蓋,從學校教育拓展到全社會終身教育體系,有力支撐學習型社會建設。
二、共促教育普惠公平,讓發展惠及每位師生
我們主張人人平等享受人工智能發展的成果。充分發揮智慧教育平臺作用,共享優質資源和智能工具,彌合全球數字鴻溝。建立全球研修和培訓網絡,系統提升教師智能素養。加強對特殊兒童的關懷關愛,構建全納包容的教育體系。支持聯合國教科文組織發揮領導作用,利用數字技術開展危機后恢復性教學,特別是為女童和婦女提供支持,增強教育系統韌性。
三、共創未來教育范式,讓創新火花競相迸發
我們主張運用智能技術打造未來教師、未來課堂、未來學校和未來學習中心,培養學生發現問題、探究問題、解決問題的能力,涵養學生科學精神和人文情懷,賦能個性化發展。探索建設國際科技人才合作網絡平臺,聯合開展重大科學問題攻關,構建知識共創生態,促進學科交叉融合,推動人工智能驅動的科研范式變革。
四、共商協同治理方案,讓技術守護教育發展
我們主張技術服務于人的成長,確保智能向善。開展人工智能教育社會實驗國際合作研究,科學評估技術對人的影響。共同構建人工智能全學段教育和全社會通識教育體系,引導學習者科學合理利用技術和工具。凝聚人工智能教育倫理共識,研制人工智能教育應用規范和標準,維護廣大師生切身利益。
五、共筑融合發展生態,讓合作交流跨越國界
我們主張攜手共建國際戰略框架,開展常態化高層戰略對話。持續辦好世界數字教育大會,建好世界數字教育聯盟、人工智能開放聯盟。發揮雙邊及多邊機制,深化與國際組織的務實合作。共建人工智能國際高端智庫,打造全球性應用案例庫。促進教育、科技與產業跨界協同,構建開源開放生態,為教育可持續發展提供支撐。
Hangzhou Initiative on AI and Education
The surging wave of artificial intelligence is profoundly reshaping the production and living styles of humankind. As global education stands at a critical juncture of historic transformation, we must seize the boundless possibilities in the intelligent era in order to ride the tide to advance. ?To accelerate the implementation of the?Global Digital Compact?adopted at the United Nations Summit of the Future and to advance the achievement of the?2030 Sustainable Development Goal for Education, this World Digital Education Conference, focusing ontransformation, development and governance, calls on the international community to join hands to foster a global ecosystem for AI applications in education.
To this end, the Conference proposes the following initiatives:
I. Jointly Uphold People-oriented Education and Enable Education to Transcend Traditional Boundaries
We advocate the people-oriented education and “Health comes First” concept adhere to the nature and value of education. ?We call for giving full play to the advantages of AI technologies to enlighten minds and nurture hearts, effectively stimulate human agency, empathy and creativity, so as to serve people’s all-round and sustainable development. We call for the integration of intelligent technologies with all elements, processes and scenarios of education, and extending its application from school education to a society-wide lifelong learning system, thereby providing strong support for the building of a learning society.
II. Jointly Promote Inclusive and Equitable Education and Ensure that Development Benefits Every Teacher and Learner
We advocate that all people should equally enjoy the outcomes of AI development. ?We will fully leverage the role of smart education platforms to share high-quality resources and intelligent tools, and bridge the global digital divide. We call for the establishment of a global network for professional development and training to systematically enhance teachers’ AI capacity. ?We further call for greater care and support for children with special needs, and for the development of an inclusive education system. We support UNESCO’s leading role in using digital technologies for restoring Education after Emergencies, with particular support for girls and women, while strengthening the resilience of education systems.
III. Jointly Create Future-oriented Educational Paradigms and Inspire Innovation to Flourish
We advocate developing future teachers, future classrooms, future schools and future learning centers with intelligent technologies, building students’ capacity of finding problems, exploring possibilities and making solutions, fostering their Sci-Tech spirit and humanistic sentiment, and facilitating personal development. ?We will try to establish international cooperative network and platform for scientific and technological talents, carry out major science breakthrough together, build an ecosystem for knowledge co-creation, promote cross-discipline integration and promote research paradigm transformation driven by AI. ?
IV. Jointly Discuss Collaborative Governance and Ensure that Technology Safeguards Educational Development
We advocate that technology should serve human growth and development, and that AI should be used for good. ?We call for international collaborative research on social experiments in AI education, and scientific evaluation of the impact of technology on human beings. ?We will work together to build a general AI education at various stages of education and for society as a whole, guiding learners to use technology in a scientific and appropriate manner. ?We call for building ethical consensus on AI education, developing norms and standards for the applications of AI in education, and protecting rights and interests of teachers and learners.
V. Jointly Build an Ecosystem for Integrated Development and Promote Cross-border Cooperation and Exchange
We advocate working together to build an international strategic framework and carry out regular high-level dialogue. ?We will continue World Digital Education Conference, further develop the World Digital Education Alliance and the Artificial Intelligence Open Alliance, and give full scope to bilateral and multilateral mechanism to deepen cooperation with international organizations. ?We call for the creation of a high-level international think tank on AI and for strengthened academic exchanges in digital education. ?We will promote collaboration among education, science and technology, and industry, build an open-source and inclusive ecosystem, and underpin the sustainable development of education.
